The Official Contest Website has added the 2006 highest scored report to their website. A direct link is here. This is as close as you'll get to figuring out the puzzle of "How'd they do that (again!)!?". Read it, if you like, but I'm not sure you're going to want to use it for anything more than finding out "how do I get a high report score"... which is important. And consider that, while you're reading their history, they're making new history now. Maybe you can force one of the freshmen/sophmores to read it, and give you a summary. Yeah, that's the ticket.
Keep banging away at those designs, and emailing Greg Page with creative rules interpretations (remember, they don't become official until 10/31!); we'll try to keep y'all up-to-date.

The official site has posted the first FAQ update of this year's competition; you can view them here.
Make sure to keep an eye on the FAQs, as they are meant to address any issues not made explicit in the rules. And as always, if you are concerned about any aspect of the rules, you should email the competition administrators!
